NOTES:

Park Avenue, also known as Carver County Road 50, is approximately 43 feet wide curb-to-curb.

OVERVIEW

The City Council of the City of Hamburg, located in southwestern Carver County, has voted to replace its existing, portable 30KW diesel powered standby generator used to supply electrical power to the city's Sewage Lift Station in the event of a commercial power failure. The existing generator is approximately thirty years old and whenever a commercial power failure now occurs, someone has to physically go to the Lift Station location, manually start the existing generator, electrically connect the cable from the generator to the Lift Station and remain at that location until commercial power is restored. Upon commercial power being restored, the generator has to be shut down, allowed to cool and then the cable used to connect the generator to the Lift Station has to be manually disconnected, stowed in the generator and the generator secured for the next commercial power failure; wherein the entire process is repeated. Additionally, the generator must be manually 'test started' periodically to ensure that it will be operational whenever a commercial power failure occurs. And because the existing generator is diesel powered, a supply of fresh diesel fuel must be available 24/7 to ensure continuous running during extended commercial power failures.

Shortly after January 1, 2014, a new 35KW natural gas powered standby generator will be purchased by the city and installed at the same location as the existing portable standby generator. (The actual purchase of the new generator is intentionally being delayed until after January 1st to take advantage of a new law that goes into effect that date that allows the City of Hamburg to make this purchase and not have to pay the standard 6.875% Minnesota Sales Tax; a savings to Hamburg taxpayers of approximately $1,600.00 !!) While the actual purchase and installation of the new permanent generator isn't going to take place until after January 1st, preparation for its anticipated installation must take place now, in part, to avoid charges for installation of the required natural gas line if the ground is frozen; that saves Hamburg taxpayers approximately an additional $800.00. Also required is the removal of the existing bituminous surface on which the existing portable generator sits, installation of a new, replacement, poured cement 'pad' (approximately 4' X 8' X 6") on which the new generator will be permanently mounted and provisions for the mounting of a 'transfer switch'. (The purpose of this 'transfer switch' is to automatically start the new generator and transfer its power to the Lift Station, without human involvement, whenever there is a commercial power failure. Upon commercial power being restored, the generator will automatically 'shut down' and the 'transfer switch' will electrically 'transfer' the Lift Station back to the commercial electric provider.) To ensure that it will be instantly operational when needed, the new generator will also 'self test'; automatically starting once each week and running for approximately twelve minutes and then automatically 'shutting down'. And to eliminate the potential problem of 'running out of gas' during extended operation, the new generator will be powered by natural gas. Its operation will also be continually monitored by the alarm system now monitoring the Life Station.

Lastly, during the time that the new generator is being installed and 'wired up' to the 'transfer switch' and the Lift Station control panel, it is anticipated that operating power to the Lift Station will be from (you guessed it!!), the existing generator.

UPDATED INFORMATION: OCTOBER 22, 2013

The Hamburg City Clerk, our City Maintenance employee and I all visited the area where the new lift station generator is to be installed. Here's the 'final plan' which the three of us all agreed upon:

Our City Maintenance employee will prepare a form for a new 4' x 8' x 6" cement 'pad' which will be installed, and oriented east/west in Bi-Centennial Park, 614 Park Avenue, to replace the northernmost portion of the existing bituminous 'pad'. The new cement 'pad' will extend approximately 3" above the existing ground level. This new 'pad' will be 'formed up' and ready to be 'poured' hopefully no later than Monday, November 4th, but certainly by weeks end.

(John: Please advise what type of reinforcement material you advise to be installed in the 'pad'; wire mesh or 'rebar'. Also, please coordinate the installation of your conduits, elbows, generator mounting bolts, etc. for the new cement 'pad', installation of the 4" x 4" wooden post on which the gas meter will be 'hung, as well as the necessary mounting(s), conduits, elbows, etc. for the transfer switch, with Hamburg Maintenance employee Greg Schultz; telephone number 952-240-7018.) Weather permitting, all of the 'cement work' will be accomplished during (or hopefully before) the week of November 3rd.

Xcel Energy will be responsible for the installation of the natural gas line, as well as the 'hanging' of the gas meter, during the week of November 3rd. By that time, a 4" x 4" post will be sunk in the ground, indicating the location of the gas meter, with approximately 4' of the post sticking above existing ground level. The location of the gas meter will be on the north side of the new, soon-to-be-installed cement 'pad'; (as originally intended).  

It is understood that Xcel Energy will notify Gopher State One Call for installation of its gas line and meter. I, on behalf of the City of Hamburg, have already notified Gopher State One Call; Ticket Number 132952534. As a result, Gopher State One Call will notify the City of Hamburg, Century Link Telephone, MCI, Mediacom Cable and Xcel Energy.

Gopher State One Call stated that they have no knowledge of the Carver County Fiber Optic Initiative fiber optic cable running parallel to Park Avenue on the south side of the road. By seperate e-mail to him, I will notify Randy Lehs of the CCFIO of our intent and also advise him that Gopher State One Call doesn't know they exist.

For those of you that have visited the site, either in person or via my 'Site Plan' previously sent out, the location of the new, permanent generator will be in the same location as the existing, portable generator; except it will be oriented 90 degrees; facing east/west instead of north/south, as the existing one does. 

On behalf of Xcel Energy, Becky Harasyn has graciously offered to meet with all of us at the site on Monday, October 28th at 10:00AM to discuss any remaining questions/issues that may yet be unresolved. Hamburg's new Maintenance worker and myself, on behalf of the City of Hamburg, look forward to meeting with you at that time
